A sensible, and sensitive, compromise would be to pass a law making it a mandatory requirement that when two people get married, one of the partners must be very masculine - male-ish, and the other must be very feminine - female-ish.
This will make the discomfort a lot of unsphisticated straight people feel about couples who look like each other kissing and having sex a non-issue.
