"Adoptive families are willing to pay more to get the child they want more quickly without asking the kinds of questions they would ask in any other kind of business transaction," Maskew said. "This is also a business transaction, but because it involves human beings it's an emotional transaction. There is no one regulating for them. No one is watching their back.
