"GI" first stood for "Galvanized Iron," not "Government Issue." Before World War II, it was National Guard nomenclature for the galvanized iron garbage can: "Can, GI, w/lid." Soon to be known as the "GI can." Somebody just thought it meant "government issue" and that notion spread.
