At the start of the Korean summit, South Korea has warned its northern neighbour to not let the crisis between the two countries escalate further. Seoul has called on Pyongyang to take part in multilateral talks.
The leader of the North Korean delegation described the situation as threatening. He spoke of the "dark clouds of nuclear war", and said his country is ready for both dialogue and war.
Prior to the summit in Seoul, the South Korean intelligence service announced that North Korea has reprocessed part of its supply of spent nuclear fuel rods and has conducted dozens of tests with devices which could be used as nuclear detonators.
