Sydney Gottlieb was l'ange du mort on that one, and more than a few others, and interestingly enough, ran the MKULTRA program, which brought Ted Kaczynski so much peace of mind.
What I'm suggesting generally is the common assumption that these things occurred only in the receded past, long ago now, and far away, is a comforting illusion.
Even the left in America, such as it is, thinks of the CIA etc. intrigues and assassinations as being Third World/other phenomena, and in the past - never here, and certainly not now.
But I don't see anything in the timeline to suggest that these little monsters have ever lost power - there's no event that looks anything like real defeat for them, only noise and light at the edges of plausibility. And in the last decade a stomach-turning rise in the dark and inexplicable.
One thing the net has done is give a forum to people who know, or know of, or knew; even the consequent flood of nonsense and fictive speculation helped, because it gave cover, and by dissipating attention - kept the heat down.
