What they told members of the Senate Foreign Relations Committee ranged from tentative support for the plan to calling it a fool's errand.

It may be just coincidence of course, but it seems almost likely - the idea that creating a climate of failure both in the US and Israel may be intentional, so that the pain and fear generated by some kind of massive military violence will be perceived at least emotionally by many as progress, a better way, positive movement.
